Administrative Control Authority: “Despite Massive Financial Inflows, the National Oil Corporation’s Debt Has Continued to Accumulate to Over 31 Billion Dinars”

According to statements issued by the Administrative Control Authority, from 2011 to 2025 it has been established that the oil sector has suffered from a lack of regulatory coordination, alongside the continued accumulation of its debts.

Regarding the revenue situation in 2025, the Authority noted an increase in oil revenues to approximately 22 billion dollars, despite a decline in average Brent crude prices. This rise in oil revenues confirms that the issue lies in resource management rather than the absence of a budget.

The Authority added that the National Oil Corporation received exceptional budgets exceeding 56 billion dinars aimed at increasing production, without achieving the intended targets. Despite these large financial inflows, the Corporation’s debt continued to accumulate, surpassing 31 billion dinars.

The Administrative Control Authority also held the Audit Bureau responsible for shortcomings in tracking and identifying irregularities in the spending of the National Oil Corporation’s exceptional budgets.
