Exclusive: Commenting on the Alleged Granting of a Monopoly Over Expatriate Workers’ Insurance by Minister Al-Abed, Al-Tuwaibi to Sada: Any Contracts That Violate the Administrative Contracts Regulations Are Subject to Suspicion of Corruption
Commenting on reports that the Minister of Labor and Rehabilitation in the Government of National Unity, Ali Al-Abed, granted a single company exclusive control over the expatriate workers’ insurance file in alleged violation of applicable regulations, lawyer Thuraya Al-Tuwaibi told Sada Economic Newspaper that an important question must be asked: Why do ministers fail to comply with the Administrative Contracts Regulations?
Al-Tuwaibi stated that these regulations were established to define the procedures and controls that must be followed in public contracting processes, helping to prevent corruption and ensuring that no single entity monopolizes the provision of a particular type or category of services.
She added that, consequently, any contracts concluded in violation of the Administrative Contracts Regulations are subject to suspicion of corruption.
Al-Tuwaibi concluded by calling on the Prime Minister of the Government of National Unity to issue instructions requiring all ministers to comply fully with the Administrative Contracts Regulations when conducting government procurement and contracting activities.
