Airport Road Housing Crisis Returns: Buyers Since 2008 Still Waiting, Al-Khitouni Faces Implementation Test

Gaith Al-Majbari, the official spokesperson for holders of allocation certificates, stated exclusively to our source that the Airport Road housing project (formerly the Airlines Club and the Justice Secretariat), affiliated with the Savings and Real Estate Investment Bank, saw official bookings by citizens in 2008 and 2009. Beneficiaries paid part of the apartment price—around 3,000 Libyan dinars—and received allocation certificates and payment receipts.

He explained that the apartments were scheduled for delivery in September 2010, but delays by the bank prevented this. The situation worsened after the events of 2011, which halted construction due to the withdrawal of executing companies, leaving citizens struggling with rent ever since without meaningful solutions.

Al-Majbari added that certificate holders resorted to the courts, which ruled in their favor based on their official documents. However, the bank has not enforced these rulings, prompting them to escalate the matter to the Public Prosecutor’s Office. He also noted that no fundamental solutions have yet been provided, while the apartments are currently occupied by displaced persons.

He further stated that a memorandum was submitted to the Attorney General, resulting in an eviction order that is now with the Director of the Law Enforcement Department. There are promises to implement the decision after the Eid holiday, in coordination with social affairs authorities to conduct a social assessment and establish compensation mechanisms for current occupants, such as rental allowances.

Al-Majbari concluded by expressing the hope of certificate holders that relevant authorities will intervene and expedite the eviction process, as they continue to endure long years of waiting and ongoing rental costs.
