In Libya, it does not appear that the criterion of competence is the decisive factor in managing the oil sector, despite it being the most important sector in the country. Rather, regional, tribal considerations and political alliances often take precedence over standards of experience and achievement, leading to the exclusion of qualified professionals and the assignment of positions to those who possess influence or political backing.
Also, part of the political class finds its interest in aligning with networks of corruption, because corruption has become a means of maintaining loyalties and sharing influence and wealth. And when institutions turn into arenas for quota-sharing instead of being tools to serve the state, competence declines and narrow interests prevail.
Building a strong and sustainable oil sector does not need more regional or tribal conflicts, but rather professional independent management, real accountability, and giving opportunities to those who have experience and the ability to work for all of Libya, not for a group, region, or political faction. The coming days are full of surprises, and I hope my intuition on the matter is wrong.
