Exclusive: Al-Hengari Rejects Suspension Decision, Citing Dbeibah Circular

Our source has obtained a copy of the Administrative Control Authority’s decision to suspend Mohammed Al-Hengari, Director of the Export Development Authority, from his duties following the identification of corruption-related cases against him.

According to the document, Al-Hengari refused to accept the suspension order, arguing that a circular issued by Prime Minister Abdul Hamid Dbeibah instructs government-affiliated entities not to act on decisions issued by oversight bodies unless they are communicated through the Prime Minister’s Office. He maintained that any decision to suspend him should therefore be issued by the Prime Minister’s Office rather than by the Administrative Control Authority.
