A report issued by the Libyan Audit Bureau, obtained by our source, revealed financial violations within the Customs Authority, including the payment of bonuses totaling 301,000 Libyan dinars to the Subcommittee for Tenders. According to the report, approximately 275,000 dinars of that amount were paid without legal entitlement, in violation of Cabinet Decision No. 492 of 2013 and the Administrative Contracts Regulations.
The report stated that the violations included calculating bonuses based on the number of meetings held and repeatedly paying bonuses more than five times within the same month, instead of providing them as fixed monthly allowances.
It also found that the maximum bonus increase—up to three times the standard amount—was repeatedly applied without legal basis and in the absence of any explicit regulations or decisions authorizing such increases.
In addition, the Audit Bureau reported that bonuses were paid based on what it described as “fictitious meeting minutes” related to handover and receipt procedures. It also identified payments made to individuals who had not been officially appointed as members of the committee and who did not belong to it.
The Audit Bureau called for the recovery of all funds disbursed in violation of the applicable regulations and instructed the Customs Authority to comply with the relevant laws and regulations while taking the necessary measures to prevent similar violations from recurring.
