Exclusive: Government Of National Unity Instructs Public Entities To Adopt Electronic Payment Systems And Cease Cash Or Manual Transactions

Our source obtained a circular from the Secretary-General of the Cabinet of the Government of National Unity addressed to ministers and public institutions, mandating the adoption of electronic payment systems as the main and unified method for collecting fees, fines, and financial dues, as well as for any other transactions with citizens or clients across all departments and facilities under their authority.

The circular also instructs entities to refrain from using cash or manual payment methods in all financial procedures, except in exceptional cases approved through an official, justified decision by the competent authority and in compliance with existing financial regulations.

Furthermore, it calls for coordination with the Ministry of Finance, the Central Bank of Libya, and the General Authority for Communications and Information Technology to ensure system integration, provide the necessary infrastructure, and guarantee information security and transaction integrity.

Entities are required to prepare an implementation plan within 30 days from the date of issuance of the circular, outlining the technical and administrative measures needed for full transition to electronic payments.

The circular emphasizes the need for immediate action by all entities to enforce the directive, inform their departments of its contents, and address any obstacles to implementation. The Inspection and Follow-up Department at the Cabinet will monitor compliance and submit periodic reports on progress and operational challenges.
