Exclusive: Including LYD 250 Million for Defense, Dbeibeh Issues Spending Decision Covering More Than 60 Entities

Our source has obtained a decision issued by the Prime Minister of the Government of National Unity, Abdul Hamid Dbeibeh, authorizing the opening of an additional budget allocation amounting to LYD 895.2 million to support Chapter Two expenditures in the 2025 general budget, covering 68 entities.Under this decision, allocations were granted to several entities, including: the Compensation Fund with LYD 120 million; the Ministry of Defense Diwan with LYD 250 million; the Audit Bureau with LYD 10 million; the Administrative Control Authority with LYD 20 million; the High Council of State with LYD 8.9 million; the Presidential Council with LYD 40 million; the Council of Ministers’ Diwan with LYD 25 million; the Internal Security Agency with LYD 19.3 million; the Hajj and Umrah Affairs Authority with LYD 3 million; the Joint Operations Force with LYD 40 million; the Renewable Energy Executive Agency with LYD 5 million; Libya National Channel with LYD 3.1 million; the National Urban Planning Authority with LYD 3.4 million; the Agency for the Development and Reconstruction of Urban and Rural Areas with LYD 10 million; the High Commission for the Care of Persons with Disabilities with LYD 3 million; the Financial Crimes, Money Laundering, and Terrorism Financing Combating Agency with LYD 1.5 million; the Anti-Narcotics and Psychotropic Substances Agency with LYD 3 million; the Tourism Police and Antiquities Protection Agency with LYD 1 million; the Facilities Protection Agency with LYD 5 million; the Civil Status Authority with LYD 20 million; and the Passports and Nationality Authority with LYD 5 million.The decision also allocated LYD 1.5 million to the Constitution Drafting Authority; LYD 3 million to Qasr Ahmed General Hospital; and LYD 3 million to Misrata General Infertility Hospital.Additionally, allocations included: LYD 4.9 million for the National Center for the Treatment and Rehabilitation of Addicts; LYD 25 million for the Security Directorates Support Agency; LYD 30 million for the Ministry of Justice Diwan; LYD 10 million for the Ministry of Foreign Affairs and International Cooperation Diwan; LYD 5 million for the Tripoli Development Agency; LYD 5 million for the Ministry of Health; LYD 10 million for regional health offices; LYD 1 million for the Medical Specialties Board; LYD 1 million for Abu Sitta Chest Diseases Hospital; LYD 4 million for Abu Salim Emergency Hospital; LYD 3 million for Al-Jalaa Maternity Hospital; LYD 3 million for Tripoli Children’s Hospital; LYD 400,000 for Al-Ajailat Hospital; LYD 1 million for Tripoli Dental Services Center; LYD 1.025 million for Zintan Kidney Diseases and Dialysis Center; LYD 1.089 million for Sebha Kidney Services Center; LYD 1.156 million for Al-Asabaa Dialysis Center; LYD 3 million for the Educational Inspection Authority; LYD 3 million for the General Authority for Investment and Privatization Affairs; LYD 2 million for the Commercial Registry Authority; LYD 1.5 million for the Loan Guarantee Fund for Operational Purposes; LYD 7.9 million for the Civil Aviation Authority; and LYD 7.3 million for the Airports Authority.The budget decision further includes LYD 5.8 million for the Transport Projects Implementation Agency; LYD 25 million for the Ministry of Social Affairs; LYD 1.2 million for Dar Al-Wafaa for the Care of the Elderly; LYD 1.2 million for the Al-Marj Comprehensive Social Care Complex; LYD 3 million for the Al-Swani Center for Rehabilitation and Disability Services; LYD 3.3 million for the Ministry of Planning; LYD 70 million allocated to political activities; LYD 12.8 million for the National Center for Disease Control; LYD 1 million for the Statistics and Census Authority; LYD 6 million for the Municipal Guard Agency; LYD 801,300 for the National Center for Improved Seeds; LYD 3 million for the General Agricultural Police Agency; LYD 2 million for the Natural Pastures Development Agency; LYD 10 million for the Housing and Utilities Projects Implementation Agency; LYD 2.2 million for the Ministry of Youth; LYD 3.5 million for the Executive Agency for Drilling and Maintaining Water Wells; LYD 4 million for the Environmental Police Agency; LYD 893,300 for the Intermediate Institute for Islamic Studies; LYD 600,000 for the Olive Development and Enhancement Project; LYD 3 million for the Misrata Physiotherapy Center; and LYD 500,000 for the Ali bin Ziyad Al-Trabelsi Institute for Imamate, Oratory, and the Sciences of the Qur’an and Sunnah.
