Exclusive: Members of the State Council file an appeal against Dbeibah, the Oil Minister, and the Head of the National Oil Corporation to halt the signing of oil field development agreements
Our source has exclusively obtained documents indicating that members of the State Council have filed an appeal before the Zawiya Court of Appeal against the Prime Minister of the Government of National Unity, the Minister of Oil, and the Chairman of the National Oil Corporation, seeking to halt the signing of oil field development agreements. These agreements were signed to grant Arkno Company a share of Libya’s oil production.
According to the council members, the grounds for the appeal include that it is formally admissible as it was filed within the legal deadline. Legally and judicially, annulment cases against administrative decisions must be filed within sixty days from the date the decision is issued, except in cases where the administrative decision is considered null.
They also argue that the contested decision violates the House of Representatives’ Resolution No. 5 of 2023 concerning the protection of sovereign wealth, particularly Article One of the resolution.
