Exclusive: Sources Claim Ministry of Labour and Rehabilitation Granted One Company a Monopoly Over the Foreign Workers’ Insurance File in Violation of Regulations

Our exclusive sources revealed that the Ministry of Labour and Rehabilitation granted Al-Alamiya Insurance Company exclusive rights to provide insurance coverage for foreign workers, making it the only company contracted to handle this file. The sources confirmed that claims suggesting the contract was awarded through the government tenders platform are inaccurate.

The sources added that the contract was initially signed for only one year; however, it continued for four consecutive years since Minister Ali Al-Abed assumed office, despite the fact that this file had previously been managed through a contract with Al-Ittihadiya Insurance Company.

The sources further noted that the applicable Libyan legislation and administrative regulations include provisions prohibiting exclusive contracts with a single company, particularly in relation to services and individual insurance documents. This raises questions regarding the legal basis for the continuation of this exclusive arrangement for such an extended period and its compliance with legal provisions.
