With the dismissal of Al-Huwayj for failing to manage the economy… Dbeibeh announces a new cabinet formation
The Prime Minister of the Government of National Unity, Abdul Hamid Dbeibeh, announced during the first regular Cabinet meeting of 2026 a ministerial reshuffle in his government. As part of this formation, the title of Minister of State for Economic Affairs will be changed to Minister of State for Digital Economy and Artificial Intelligence, marking the first time such an experience is implemented within government work.
The Government of National Unity also dismissed Mohamed Al-Huwayj, who failed to manage the economic file, and appointed Suhail Abu Shiha as Minister of Economy and Rashed Abu Ghufa as Minister of Finance.
Dbeibeh affirmed that the economic file will remain at the forefront of the government’s work during the coming phase, noting that the Cabinet will coordinate with the relevant authorities to address economic challenges and achieve greater financial and monetary stability, which would positively reflect on citizens’ lives. He also called for adherence to the unified development agreement signed between the High Council of State and the House of Representatives so that all regions of Libya can implement development projects according to the state’s available financial capabilities.
He added that the government assumed its responsibility when it demanded that the Central Bank of Libya halt the disbursement of Chapter Three expenditures for everyone, in order to help the Libyan dinar stabilize, stressing that the government’s priorities are preserving the livelihood of the Libyan people, ensuring salaries, and securing basic needs before any other spending.
Dbeibeh also introduced Salem Al-Zadma as Deputy Prime Minister representing the southern region, Mohamed Al-Griw as Minister of Education, Randa Gharib as Minister of State for Women’s Affairs, Salem Al-Alam as Minister of Culture, and Haitham Al-Zahaf as Minister of Youth. Former Youth Minister Fathallah Al-Zeni was also assigned as Minister of State at the Ministry of Foreign Affairs for African Affairs.
