The most important of these are:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The need to agree on a single budget for 2026 that includes all development spending items in full detail and with a clear timeline.<\/li>\n\n\n\n<li>A disciplined medium-term development plan covering at least three years, agreed upon by all parties.<\/li>\n\n\n\n<li>Setting spending ceilings within the development plan in line with expected revenues.
