They waste public funds\u2014hundreds of thousands of dollars\u2014without convincing investors or major international oil-service companies to return to Libya. What is the reason behind this? I say:<\/p>\n\n\n\n<p>The conferences themselves are often <em>showpieces<\/em>, lacking real substance. They repeat the same speeches and promises, and there are no tangible results after each conference. Investors are not convinced by <em>words<\/em>\u2014they are convinced by real action, based on practical regulations and realistic plans.<\/p>\n\n\n\n<p>Therefore, the problem is not in holding conferences and seminars. The issue lies in the absence of the essential conditions that would make global investors willing to take the risk of returning. No speech or seminar will persuade major companies to come back unless the following happen:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Political stability<\/strong> under a single unified government.<\/li>\n\n\n\n<li><strong>Security guarantees<\/strong> for oil fields and ports.<\/li>\n\n\n\n<li><strong>Clear and investment-friendly laws and regulations<\/strong>, respect for court rulings, and a stable, harmonious relationship between the ministry, the National Oil Corporation, and its affiliated companies.<\/li>\n\n\n\n<li><strong>A balanced relationship<\/strong> with international oil partners.<\/li>\n\n\n\n<li><strong>Transparency and a professional working environment<\/strong>, through competent, legally independent tender committees.<\/li>\n\n\n\n<li><strong>Ready-to-implement projects<\/strong> with real economic feasibility, executed by major, highly experienced companies\u2014not small, inefficient ones.<\/li>\n\n\n\n<li>And most importantly: <strong>administrative stability<\/strong> in the oil sector, supported by strong financial and technical capacity at all levels.
