The Middle East Monitor reported on Sunday that eastern Libya is following a different path, noting that average oil production has reached 1.37 million barrels per day by 2025—the highest level in more than a decade. The report stated that eastern authorities control most production fields and export ports, which generate the majority of this revenue.

The outlet emphasized that Libya’s oil revenues should benefit Libyans themselves, not Turkish businessmen, Swiss bankers, or armed groups.

According to the report, eastern authorities have routed funds through the private oil company Arkenu Oil Company, which is said to be under the control of Saddam Haftar. Between May and December 2024, the company reportedly exported 7.6 million barrels worth nearly $600 million. These funds, the report claims, are being used for infrastructure development rather than being wasted on militia salaries or offshore accounts.

The report added that construction work on the new Benina International Airport in Benghazi has continued at a rapid pace. The project, valued at $1.3 billion, includes a 125,000-square-meter passenger terminal and a 2.3-mile runway—the longest in North Africa. Once opened this year, it is expected to handle up to 15 million passengers annually, accommodating the largest commercial aircraft and serving as a regional hub.

It further noted that eastern authorities have also contracted a Turkish company to upgrade air navigation systems and ground communications at seven airports, including those in Benghazi, Sabha, and Tobruk. This represents tangible reconstruction efforts, while Tripoli’s main airport continues to suffer from the aftermath of years of conflict and lacks similar modernization efforts, forcing all flights to operate through the former Mitiga Air Base.

The report stressed that geopolitical risks extend beyond Libya’s borders. Europe, it said, faces vulnerability in its oil sector, and Libyan crude represents a non-Russian and non-Iranian alternative supply route bypassing the Strait of Hormuz and the Bab el-Mandeb. Eastern forces already secure pipelines and export terminals feeding these shipments. However, Western reliance on Turkish military support reportedly channels oil revenues into defense contracts benefiting the Turkish defense industry and allied armed groups. Sales of Turkish Bayraktar TB2 drones alone reportedly reached $1.8 billion in 2024.

Finally, the report argued that despite some shortcomings, governance systems in eastern Libya are converting oil and gas wealth into public benefits rather than relying on foreign influence or extremist financing. It noted that production in the east has stabilized after previous disruptions, when output dropped to 600,000 barrels per day, and claimed that these systems have demonstrated the ability to deliver tangible results in the areas under their control.

The Middle East Monitor reported on Sunday that eastern Libya is following a different path, noting that average oil production has reached 1.37 million barrels per day by 2025—the highest level in more than a decade.
