The ruling ordered the removal of obstacles to the implementation of the constitutional judgment issued in Appeal No. (9\/70) and obligated all state entities in Libya to continue enforcing it.<\/p>\n\n\n\n<p>The statement added that the ruling affirms the Audit Bureau\u2019s exclusive jurisdiction over financial oversight in all its forms\u2014concurrent, subsequent, and prior\u2014on contracts.
