The reality of Decision No. 25 of 2025 issued by the Government of National Unity regarding the update of categories eligible for the basic pension, as established under Law No. 16 of 1985, shows that it did not come to achieve social justice as promoted, but rather revealed a fundamental flaw in the management of the social protection file.<\/p>\n\n\n\n
In reality, the amount allocated for the basic pension from the public treasury was insufficient to cover the entitlements of all those included under care. The proper approach should have been to address this deficit by seeking real and sustainable sources of funding that ensure commitments toward vulnerable groups are met.<\/p>\n\n\n\n
However, what happened was the exact opposite. The easiest and harshest solution was adopted\u2014reducing the number of beneficiaries to the lowest possible level, not to achieve justice, but to reduce the financial burden and create a nominal surplus.<\/p>\n\n\n\n
Under this approach, social protection has shifted from being a moral and legal obligation to a tool for managing figures, while the groups for whom the fund was originally created have been left to face their fate without real support.<\/p>\n\n\n\n
The problem lies not only in the scarcity of resources, but also in how they are managed, and in the absence of serious will to implement fair solutions that balance capabilities with rights.<\/p>\n","protected":false},"excerpt":{"rendered":"
