Economic expert Idris Al-Sharif published a statement saying:<\/p>\n\n\n\n

Following the announcement of the agreement to unify development spending, it is important to recall that Libya already possesses a legal framework regulating development planning. This framework is represented by the Planning Law and its executive regulations, which established clear mechanisms for preparing plans, programs, and projects, while also defining the role of the Planning Council and the relevant technical bodies in preparing, monitoring, and approving development plans.<\/p>\n\n\n\n

The purpose of this reminder is not criticism, but rather to emphasize that the success of any development spending depends on the existence of genuine institutional planning. Development cannot be achieved merely by allocating funds or approving projects in a random and fragmented manner.<\/p>\n\n\n\n

According to modern planning principles, any development plan is expected to go through several stages. In brief, these include:<\/p>\n\n\n\n

  1. Identifying the country\u2019s real national priorities.<\/li>\n\n\n\n
  2. Preparing accurate databases.<\/li>\n\n\n\n
  3. Setting measurable strategic objectives.<\/li>\n\n\n\n
  4. Transforming objectives into programs.
    (A program includes a group of projects.)<\/em><\/li>\n\n\n\n
  5. Preparing projects supported by clear feasibility studies.<\/li>\n\n\n\n
  6. Prioritizing according to impact and return.<\/li>\n\n\n\n
  7. Linking spending to projects and outcomes.<\/li>\n\n\n\n
  8. Establishing a system for monitoring, evaluation, and performance measurement.<\/li>\n\n\n\n
  9. Enforcing transparency, disclosure, oversight, and accountability for any deviation or negligence.<\/li>\n<\/ol>\n\n\n\n

    A development program is therefore an integrated system aimed at achieving specific results within clear timelines and through measurable performance indicators that can be evaluated.<\/p>\n\n\n\n

    He also stressed the important role of the Planning Council \u2014 absent or excluded from this agreement \u2014 as stipulated by law, along with the Ministry of Planning. Their role is not limited to allocating and approving spending, but also extends to directing development, ensuring projects align with national objectives, preventing randomness and duplication, as well as monitoring and building a national database for all development projects.<\/p>\n\n\n\n
