The Libyan Administrative Control Authority highlighted in its annual report on the implementation of projects under the Government of National Unity significant weaknesses in road construction quality. It noted faded road markings at traffic signals in the suburbs area of Tajoura, weak paint brightness and reflectivity, and improper application of yellow edge lines without leaving required margins at several locations.<\/p>\n\n\n\n

According to the report, previously executed quantities were not included in the second advance payment and the first interim statement, in violation of the rules governing payment procedures for certified works. It also noted that old, deteriorated layers were not fully removed before laying the binding layer over a cracked and damaged base, which contradicts technical standards.<\/p>\n\n\n\n

The report further stated that implementing agencies delayed execution of contracted works beyond the approved schedule and failed to impose delay penalties on contractors, in violation of Article (114) of the Administrative Contracts Regulations. It also pointed to delays in replacing rainwater drainage and sewage lines along the road passing in front of the University of Tripoli, which led to repeated subsidence in the road surface.<\/p>\n\n\n\n

It added that several road construction and paving projects have been intermittently halted over past years. When work resumes, pavement layers\u2014especially the granular base\u2014are repeatedly repaired, turning these projects into consumptive works that drain public funds and undermine efficient resource management.<\/p>\n\n\n\n

The report also observed shortcomings in monitoring the causes behind the suspension of the maintenance project for the breakwater at Tripoli seaport, despite its importance in protecting port infrastructure from weather and climate conditions.<\/p>\n\n\n\n

Additionally, it identified a lack of coordination between the electricity company, the water and sanitation authority, telecommunications companies, and executive bodies in determining the routes of high-voltage cables and infrastructure works.
