According to the report, the sharp discrepancy in funding for certain specialized authorities reflects a lack of stability in financing policies. The Cancer Control Authority recorded a decline from 1.56 billion in 2024 to 12 million in 2025.<\/p>\n\n\n\n
It also noted that the institutional expansion in the number of beneficiary entities led to clear regulatory inflation, as the system shifted from a clearly centralized structure in 2022 to more than 25 entities in 2025, resulting in reduced traceability and increased risks of corruption.<\/p>\n\n\n\n
