{"id":257520,"date":"2026-07-11T03:11:11","date_gmt":"2026-07-11T01:11:11","guid":{"rendered":"https:\/\/sada.ly\/en\/?p=257520"},"modified":"2026-07-13T03:13:09","modified_gmt":"2026-07-13T01:13:09","slug":"al-shaibi-libya-spent-approximately-93-3-billion-over-7-years-on-fuel-and-natural-gas","status":"publish","type":"post","link":"https:\/\/sada.ly\/en\/al-shaibi-libya-spent-approximately-93-3-billion-over-7-years-on-fuel-and-natural-gas\/","title":{"rendered":"Al-Shaibi: &#8220;Libya Spent Approximately $93.3 Billion Over 7 Years on Fuel and Natural Gas&#8221;"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Banking expert <strong>Imran Al-Shaibi<\/strong> discussed the size of Libya\u2019s fuel bill, stating that Libya spent approximately <strong>$93.3 billion over seven years on fuel and natural gas<\/strong>, averaging <strong>$13.3 billion annually<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted the sharp increase in 2022, when spending reached <strong>$28.27 billion<\/strong> due to Brent crude prices rising to <strong>$100 per barrel<\/strong>, pointing out that Libya is completely exposed to fluctuations in global prices without any hedging mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe gap between cost and selling price (the core of the problem) can be estimated for 2024 as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Gasoline: <strong>5.44 million tons \u2248 7.35 billion liters<\/strong><\/li>\n\n\n\n<li>Diesel: <strong>6.34 million tons \u2248 7.55 billion liters<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Domestic revenue at a price of <strong>3 cents per liter<\/strong> amounts to only approximately <strong>$447 million<\/strong>, compared with fuel costs of <strong>$12 billion<\/strong>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis means the state recovers less than <strong>4% of the cost<\/strong>, while actual subsidies exceed <strong>96%<\/strong>. The real cost per liter is approximately <strong>70\u201380 cents<\/strong>, while it is sold for only <strong>3 cents or 15 qirsh per liter<\/strong>, resulting in losses exceeding <strong>95%<\/strong> per liter sold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cumulatively, direct subsidies for gasoline and diesel alone exceeded <strong>$54 billion<\/strong> during the period.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He continued:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRegarding the smuggling indicator, consumption increased from <strong>9.33 million tons to 14.16 million tons (+52%) in six years<\/strong>. Diesel alone increased by <strong>80% (from 3.5 to 6.3 million tons)<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no population or economic growth that justifies this increase. The most likely explanation is a combination of fuel smuggling to neighboring countries\u2014where the price difference, reaching <strong>25\u201330 times<\/strong>, makes smuggling the most profitable trade in the country\u2014and excessive diesel consumption in electricity generation through low-efficiency power plants.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also explained the opportunity cost of gas, stating that the value of locally burned natural gas reached <strong>$41 billion<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted that <strong>365 billion cubic feet annually<\/strong> of gas is burned locally, most of it for electricity generation, while a large portion could have been exported to Europe\u2014especially in 2022 when the <strong>TTF gas price reached record levels ($40.34\/MMBTU)<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLibya burned gas at the highest prices in history instead of selling it,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He emphasized that the current system is financially unsustainable:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSubsidies represent the equivalent of <strong>15\u201320% of GDP<\/strong> and benefit smugglers and heavy consumers more than ordinary citizens.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also outlined what he described as the logical reform approach:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Gradual fuel price increases combined with direct cash transfers to citizens (following models implemented in Egypt and Jordan).<\/li>\n\n\n\n<li>Digitizing fuel distribution systems to detect leakage.<\/li>\n\n\n\n<li>Improving the efficiency of power plants to free up gas for export.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">He concluded that recovering only <strong>30% of the actual cost<\/strong> would save <strong>more than $4 billion annually<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Banking expert Imran Al-Shaibi discussed the size of Libya\u2019s fuel bill, stating that Libya spent approximately $93.3 billion over seven years on fuel and natural gas, averaging $13.3 billion annually.
