According to the report, approximately <strong>275,000 dinars<\/strong> of that amount were paid <strong>without legal entitlement<\/strong>, in violation of <strong>Cabinet Decision No. 492 of 2013<\/strong> and the Administrative Contracts Regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report stated that the violations included calculating bonuses based on the number of meetings held and repeatedly paying bonuses <strong>more than five times within the same month<\/strong>, instead of providing them as fixed monthly allowances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also found that the maximum bonus increase\u2014<strong>up to three times the standard amount<\/strong>\u2014was repeatedly applied <strong>without legal basis<\/strong> and in the absence of any explicit regulations or decisions authorizing such increases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the Audit Bureau reported that bonuses were paid based on what it described as <strong>&#8220;fictitious meeting minutes&#8221;<\/strong> related to handover and receipt procedures.
