Rather, it is an important step toward building an information base that allows citizens, specialists, economic experts, and oversight bodies to examine one of the most sensitive and complex areas of the Libyan economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An important new element in the July 2026 statement is that it does not only disclose the value of fuel supplies. It also provides quantities by product type, their domestic or foreign sources, quantities actually distributed, carryover stocks, quantities allocated to major consumers, and the distribution of part of the supplies among distribution companies, Brega, and other sectors. These details transform the concept of transparency from a general statement into data that can be read, analyzed, and compared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In my view, the continued publication of these data in recent months represents an institutional practice that deserves recognition and further development. True transparency does not mean that the figures will always be reassuring; rather, it means that the figures are available so that everyone can discuss them, question them, compare them, and derive indicators from them based on official information rather than estimates and impressions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the July data, the total amount of petroleum products received by the market from domestic and foreign sources reached approximately <strong>1.388 million metric tons<\/strong>. Diesel accounted for the largest share at around <strong>625,400 tons<\/strong>, followed by gasoline at approximately <strong>534,800 tons<\/strong>, heavy fuel oil at around <strong>155,800 tons<\/strong>, kerosene at approximately <strong>40,400 tons<\/strong>, and liquefied petroleum gas (LPG) at around <strong>31,400 tons<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the more important analysis begins when we distinguish between foreign and domestic sources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the total quantities received in July, approximately <strong>1.017 million metric tons<\/strong> came from abroad, representing nearly <strong>73%<\/strong> of total supplies, while domestic sources provided around <strong>371,000 metric tons<\/strong>, or approximately <strong>27%<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The significance of this ratio becomes clearer when we examine the products most closely linked to daily consumption. Of the <strong>534,800 tons of gasoline<\/strong>, approximately <strong>504,900 tons<\/strong> came from abroad, representing nearly <strong>94%<\/strong> of the total quantity received. For diesel, approximately <strong>512,000 tons<\/strong> out of 625,400 tons came from foreign sources, representing around <strong>82%<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These figures should not be viewed simply as an import bill. Rather, they are a clear indicator of the extent to which the Libyan market depends on foreign supplies for two of its most important petroleum products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By contrast, the data show that the quantities of LPG, kerosene, and heavy fuel oil received in July came from domestic sources. This demonstrates that the supply picture is not the same for all products, with the greatest challenge concentrated particularly in gasoline and diesel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the level of domestic consumption and distribution, approximately <strong>1.369 million metric tons<\/strong> were supplied to the domestic market during July. This consisted of around <strong>646,900 tons of diesel<\/strong>, <strong>512,900 tons of gasoline<\/strong>, <strong>155,400 tons of heavy fuel oil<\/strong>, <strong>35,500 tons of kerosene<\/strong>, and <strong>18,500 tons of LPG<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here, we can identify another important indicator concerning the structure of domestic demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Power plants alone received approximately <strong>405,300 tons of diesel<\/strong> during July, accounting for nearly <strong>63% of the total diesel distributed nationwide<\/strong> during the month, in addition to approximately <strong>57,700 tons of heavy fuel oil<\/strong>. Combined, these products mean that power plants consumed approximately <strong>463,000 metric tons of liquid fuel<\/strong> in a single month\u2014equivalent to roughly one-third of the total fuel distributed in the domestic market during July.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In my view, this figure deserves considerable attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not because supplying fuel to power plants is unjustified. Maintaining electricity services is essential and cannot be dispensed with, and the NOC is required to secure the needs of consuming entities in accordance with the established arrangements.
