{"id":258279,"date":"2026-08-18T23:37:00","date_gmt":"2026-08-18T21:37:00","guid":{"rendered":"https:\/\/sada.ly\/en\/?p=258279"},"modified":"2026-08-21T00:41:59","modified_gmt":"2026-08-20T22:41:59","slug":"al-bouri-libya-needs-not-only-a-change-of-people-but-a-change-of-the-system","status":"publish","type":"post","link":"https:\/\/sada.ly\/en\/al-bouri-libya-needs-not-only-a-change-of-people-but-a-change-of-the-system\/","title":{"rendered":"Al-Bouri: &#8220;Libya Needs Not Only a Change of People, but a Change of the System&#8221;"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Banking expert Noaman Al-Bouri wrote an article in which he said:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I believe that one of the biggest mistakes we make in Libya is believing that changing individuals is enough to change reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We remove one official and bring in another, change a board of directors, appoint a new government, or replace one governor with another\u2026 and then expect different results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But we forget the most important question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Is the problem really with the individuals, or with the system within which they operate?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reality is that a large part of Libya\u2019s crisis today is not a crisis of individuals, but rather a crisis of an operational and institutional system that was designed\u2014or evolved over the years\u2014in a way that makes it incapable of producing sound outcomes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within such a system, even a good and dedicated person will find themselves unable to achieve much.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not because they do not want reform, but because the rules of the game themselves do not allow them to do so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The System Is Stronger Than the Individual<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When you enter an institution that operates according to complicated procedures, unclear authorities, a lack of accountability, overlapping responsibilities, weak oversight, and conflicts of interest, it becomes extremely difficult for anyone to work efficiently.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the end, one of two things happens:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Either the person gives in to the system and adapts to it, or they try to resist it and find themselves isolated and unable to implement what they want.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And this is where the danger lies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A corrupt system does not necessarily corrupt people because they are corrupt; rather, it may push even good people to adapt to its rules so that they can survive and continue working.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, changing a single person within a dysfunctional system may give people the impression that something has changed, while in reality, nothing fundamental has changed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Problem Is Not Just Who Sits in the Chair<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We need to stop reducing Libya\u2019s crisis to the question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWho is the right person?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And start asking:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIs the system in which this person will operate actually designed to allow them to succeed?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the answer is no, then even the best person in the world will not be able to perform miracles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We need to fundamentally reconsider how state institutions operate:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How are decisions made?<\/li>\n\n\n\n<li>Who has the authority?<\/li>\n\n\n\n<li>Who is held accountable when mistakes are made?<\/li>\n\n\n\n<li>How are results measured?<\/li>\n\n\n\n<li>How are leaders selected?<\/li>\n\n\n\n<li>How are appointments made?<\/li>\n\n\n\n<li>How are public funds managed?<\/li>\n\n\n\n<li>How are conflicts of interest prevented?<\/li>\n\n\n\n<li>How are laws enforced?<\/li>\n\n\n\n<li>And how do institutions ensure their independence and transparency?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These are the questions that must lie at the heart of any genuine reform project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>You Cannot Reform a Failed System Using Its Own Tools<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We cannot ask the same system that produced failure to reform itself without changing its operating rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Real reform does not simply mean replacing individuals; it means re-engineering the institutions themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We need a system that enables good people to succeed, makes corruption more difficult, makes the right decision easier, and ensures that officials understand that their decisions carry consequences and accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We need to move from a system based on individuals, relationships, and influence to one based on the law, institutions, competence, transparency, and accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We Do Not Need a \u201cGood Man\u201d Inside a Corrupt System<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even the best officials will face limitations if the institution they lead does not function properly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, betting on a \u201csavior\u201d figure can be dangerous, because it reproduces the same problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We do not need a superhuman individual.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We need a system that enables a competent ordinary person to perform their job properly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the strength of successful states and institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A successful state does not depend on the genius of a minister, governor, or director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rather, it depends on the institution itself functioning, regardless of who sits in the chair.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Libya Needs Redesign, Not Just Change<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If we genuinely want to emerge from the crisis, we must move from a policy of \u201cchanging individuals\u201d to a much larger project:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Redesigning the Libyan state and the way its institutions operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We need institutions with clearly defined responsibilities, decisions based on data, leaders selected on the basis of competence, clear performance indicators, genuine accountability, effective oversight, a respected and independent judiciary, and transparent financial management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only then does changing individuals become meaningful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But changing individuals while keeping the same rules, the same procedures, the same centers of influence, and the same decision-making methods is, at best, a change of appearance\u2014not a change in reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Conclusion<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Libya does not suffer only from a shortage of good people; Libya suffers from a system that does not allow good people to work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, the real battle is not against one person, official, or government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The real battle is against an entire system that needs to be rebuilt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If we reform the system, a good person will be able to succeed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If we keep the system as it is, it will swallow people one after another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We do not only need to change who runs Libya;
