It is a strategic platform capable of opening new investment opportunities, connecting Libya to regional and global markets, and transforming its unique geographical position into a genuine economic asset.

Libya possesses rare advantages that could enable it to become a regional aviation hub. It is located in the heart of North Africa, just a few hours by air from Europe, and serves as a natural bridge connecting three continents.

In addition, its vast territory of more than 1.8 million square kilometers, together with the distribution of its population and economic centers, creates genuine and growing demand for air transport. This gives the sector exceptional potential extending beyond the domestic market toward broader regional opportunities.

Today, Libya stands before a historic opportunity to rebuild its aviation sector from the ground up by developing its infrastructure, improving airport efficiency, expanding its air connectivity network, and reorganizing the market to open the door to innovative and diversified investment models.

This is an opportunity to launch a new phase that lays the foundations for a more modern and efficient aviation sector while opening the door to long-awaited partnerships and investments.

A Market That Needs Investment Before It Needs Aircraft

One common mistake is to view aviation investment simply as purchasing aircraft and establishing airlines. Aviation is an integrated economic ecosystem, and the aircraft is only one part of it.

Airports, ground handling, maintenance, repair and overhaul (MRO), air cargo, catering, logistics, private aviation, training, digital services, hotels, commercial facilities, and business centers are all markets in their own right that can grow around the aviation sector.

The real opportunity for investors in Libya therefore lies not only in operating an airline, but in building an integrated business ecosystem around aviation.

This is the perspective through which the Libyan market should be viewed: not merely as a sector with existing shortages that need to be addressed, but as a market with the opportunity to reshape an entire industry according to more modern and efficient standards.

Libya: A Domestic Market and a Regional Gateway

The Libyan aviation market does not depend solely on domestic demand.

Travel activity is linked to citizens, businesses, foreign investment, the oil sector, government activity, education and medical treatment abroad, tourism, and the movement of companies, experts, and technical personnel.

As economic and investment activity expands, the need for a more efficient and reliable air transport network will increase, along with demand for services capable of supporting business and investment activity.

At the same time, Libya’s geographical position creates an opportunity to develop air connections between North Africa, Europe, and the Middle East, and potentially to establish regional transit traffic.

This would require airport development, improved airspace management, streamlined travel procedures, and higher standards of safety, security, and service quality.

This is precisely where the value of the Libyan market lies: Libya is not only a market for Libyan travelers; it could become a market connecting multiple regional and international markets.

Airport development projects across different parts of Libya aim to raise total designed capacity to more than 30 million passengers annually. This reflects both the scale of infrastructure development underway and the size of the market that could develop around it.

However, it is important to distinguish between designed capacity and actual demand.

Smart investment is about converting this designed capacity into actual traffic through competitive airlines, better services, broader air connectivity, and economic activity capable of generating demand.

Infrastructure Is Not the End of the Project — It Is the Beginning

Developments in the airport sector represent an investment opportunity that goes far beyond airport buildings and runways.

A modern airport can serve as the starting point for an integrated economic ecosystem.

Every increase in passenger numbers creates demand for transportation, accommodation, restaurants, retail, ground handling, cargo, banking, insurance, parking, and logistics services.

At major international airports, non-aeronautical revenues — including commercial activities, hotels, and leasing — account for a significant share of total airport revenues. In Libya, however, this share remains relatively modest, indicating a substantial revenue gap with considerable investment potential.

The right investment question, therefore, is not simply: How much does it cost to build an airport?

The more important question is: How much economic activity can be created around the airport?

This is where infrastructure shifts from being a capital expenditure into an economic asset capable of generating sustainable value.

Ceremony marking the signing of a cooperation agreement between the Government of National Unity and U.S. company Boeing at the office of the U.S. Secretary of State in Washington.

Where Are the Investment Opportunities?

In my view, the most attractive opportunities in the coming period will be concentrated across several areas.

Airlines

There is room to develop more flexible and efficient operating models, including scheduled services, regional flights, and low-cost models, with a focus on routes supported by genuine commercial and tourism demand.

Private Aviation and Business Aviation

This sector could benefit from growing economic and investment activity and the need among companies and investors for fast and flexible transportation.

Maintenance, Repair and Overhaul (MRO)

Establishing specialized MRO centers represents a strategic opportunity, not only to serve aircraft operating in Libya but also to attract aircraft from markets across the region.

Libya could benefit from its geographical position and proximity to Europe and Africa to establish a competitive regional MRO market.

Air Cargo and Logistics

Libya has an opportunity to develop air cargo hubs connected to airports, ports, roads, and logistics zones, strengthening its position within regional supply chains.

Ground Handling Services

Passenger handling, baggage services, aircraft catering, ground equipment, transportation, and passenger services represent independent markets that can be developed through specialized companies and targeted investments.

Training and Human Capital Development

Establishing academies and training centers for pilots, technicians, and specialized aviation professionals would represent not only a commercial investment but also an investment in Libya’s ability to build a sustainable aviation sector.

Hotels, Commercial Facilities and Business Centers

Areas surrounding airports could be transformed into economic destinations incorporating hotels, offices, restaurants, retail outlets, and logistics services.

From “Airport” to Airport City

One of the most important ideas that could change the way aviation investment is approached is the adoption of the Airport City concept — an economic city built around an airport.

Successful airports around the world do not rely solely on landing and departure fees. Instead, they generate value through an integrated economy that develops around them.

In Libya, it would be possible to study the development of economic and investment zones around major airports, incorporating business centers, hotels, warehouses, cargo facilities, maintenance services, commercial facilities, and logistics zones.

The airport would thereby become a driver of urban and economic development rather than simply a transportation facility.

This model could create multiple revenue streams, attract local and international investment, and increase the economic value of public assets.

The State as Regulator and Investment Enabler

It is important to have a clear vision of the state’s role.

The government should not necessarily limit itself to directly investing in and operating every aspect of the aviation sector. Instead, it should perform the roles that matter most: establishing the rules, regulating the market, providing infrastructure, ensuring competition, and creating an environment conducive to investment.

Capital, operational expertise, and technology can come largely from the private sector and strategic investors.

Therefore, the next phase should focus on identifying assets and projects suitable for investment, preparing them professionally and in a manner that makes them financeable, and then offering them through multiple models.

These could include public-private partnerships, concessions, operations and management agreements, direct investment, and airport-linked economic zones.

International investors are not looking only for an opportunity. They are looking for a clearly defined project, a stable legal framework, a government partner capable of making decisions, and measurable returns.

From Building Infrastructure to Building a Market

The real challenge facing Libya is not simply building modern airports, but creating an aviation market capable of operating this infrastructure and generating returns from it.

A new airport needs air traffic.

Air traffic needs competitive airlines.

Airlines need passengers.

And passengers need safe, reliable, comfortable services at competitive prices.

This chain can only be completed through an integrated system of legislation, services, infrastructure, and investment.

Therefore, the objective should not simply be to increase the number of airports. It should be to improve service quality, expand air connectivity, attract new airlines, increase passenger and cargo traffic, and transform aviation into a productive economic sector.

Aviation Is Part of a Larger Economic Project

Aviation development cannot be separated from Libya’s broader economic development agenda.

When air connectivity improves, investors gain easier access to Libya.

When airports improve, Libyan cities become better connected to global markets.

When cargo services develop, Libya becomes better positioned to participate in regional supply chains.

As business travel and tourism expand, hotels, offices, and service industries grow.

And as maintenance and training services develop, the country’s knowledge base and pool of specialized jobs expand.

Investment in aviation is therefore not an investment in an isolated sector. It is an investment in Libya’s ability to move, open up, and integrate with the global economy.

Libya Has a Genuine Investment Window

Libya now has an important opportunity to reshape its aviation sector on new foundations.

An investor who waits until the market is fully developed may find themselves facing a more competitive market with fewer opportunities.

By contrast, investors who enter during the development phase and participate in building the market, infrastructure, and services can help shape that market while benefiting from its growth.

This is the essence of the opportunity.

The question is not simply: Is Libya ready for aviation investment?

The question we should be asking is: Are we ready to build a Libyan aviation market capable of attracting investment and competing regionally?

In my view, the answer should be yes.

But that answer cannot be achieved through slogans. It requires turning opportunities into investment-ready projects, transforming assets into economic platforms, and turning Libya’s geographical position into a genuine competitive advantage.

A Final Word to Investors

Libya is more than a market defined by its population.

Its investment value lies in its geographical position, vast territory, resources, infrastructure development needs, and connections to the markets of Europe, Africa, and the Middle East.

In aviation specifically, these advantages intersect with existing gaps in infrastructure and services, major development projects, and demand that could expand alongside economic and investment growth.

The opportunity, therefore, is not to wait for everything to be completed.

The real opportunity is to be part of building the market.

Our vision for Libya’s aviation market must go beyond constructing airports or operating aircraft. It should be a vision for building an integrated aviation economy capable of attracting capital, expertise, and technology, creating new opportunities for the private sector, and strengthening Libya’s connections with the world.

Libya has the potential to become more than simply a point of arrival and departure. It could become an aviation and economic gateway between Africa, Europe, and the Middle East.

The real challenge is not simply to build more airports, but to build a stronger economy around them.

If Libya succeeds in turning its geographical position into a competitive advantage, its infrastructure into investment assets, and air traffic into an engine of economic activity, it could become not merely an aviation market, but a regional aviation and economic hub.

In my view, this is not simply an opportunity for the aviation sector. It is an opportunity for Libya itself.

About the Author

Consultant Mustafa Al-Manea is a Libyan lawyer and legal and economic expert with more than 24 years of experience.
