The squandering of the country\u2019s resources and wealth, particularly its oil wealth, has reached its limit and has become blatant and disgraceful. In this regard, I remind you of the multiple previous appeals.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added: \u201cIn this appeal, I address Decision No. <strong>1352 of 2026<\/strong>, issued by Mr. Masoud Suleiman Mousa in his capacity as Chairman of the Board of Directors of the National Oil Corporation (NOC), dated <strong>August 9, 2026<\/strong> (a copy is attached). This decision must not be implemented and should be suspended immediately for the following reasons:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.<\/strong> The Roadmap for a Comprehensive Solution, Article 6, Paragraph 10, states that this government shall not enter into long-term agreements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.<\/strong> The Libyan House of Representatives issued Decision No. <strong>15 of 2023<\/strong>, prohibiting the conclusion of new contracts or amendments to existing ones concerning oil, gas, and mineral resources such as gold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.<\/strong> The grounds of the decision state that it was based on Presidential Council Decisions No. <strong>167 and No. 256 of 2021<\/strong>, concerning the adoption of the financial and administrative regulations. This decision is considered invalid because it was issued by an entity without the legal authority to do so, as it should have been issued by the Council of Ministers rather than the Presidential Council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMoreover, this decision was pushed through in a questionable manner by the former, illegitimate NOC chairman at the time, Mustafa Sanalla. It also violates <strong>Law No. 24 of 1970<\/strong> establishing the Libyan National Oil Corporation and <strong>Decision No. 10 of 1979<\/strong> reorganizing the NOC. I objected to these decisions and addressed the government requesting their cancellation, but they did nothing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4.<\/strong> The Libyan House of Representatives withdrew confidence from the Government of National Unity through two decisions. The first was <strong>Decision No. 10 in October 2021<\/strong>, under which the government was tasked with conducting day-to-day affairs, meaning it was not authorized to make major decisions. The second was <strong>Decision No. 9 in September 2024<\/strong>, which constituted a full withdrawal of confidence and resulted in the appointment of another government (copies attached).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is also noteworthy that this decision was issued through <strong>direct contracting<\/strong>, with absolutely no justification for doing so, particularly since this company is unknown and has no previous experience in this field, unfortunately, similar to other companies with which contracts have been concluded to develop Block 47 in Hamada al-Hamra and many others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5.<\/strong> The decision appointing Mr. Masoud as head of the NOC was issued on <strong>September 29, 2025<\/strong>, more than a year after the Libyan House of Representatives withdrew confidence from the Government of National Unity, which means that the decision is legally void.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6.<\/strong> I warn foreign companies of all nationalities against entering into such contracts. Their legal teams are certainly aware of the fragile and divided situation in our country and the political agreements under which the country operates.
