And is Libya a fertile environment for onshore and offshore oil investment? What is required to attract major investors? Despite previous licensing rounds in which numerous exploration blocks were offered, only a small number of companies submitted bids, while major companies have effectively stayed away from investment. What are the reasons, one wonders?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yes, Libya can increase oil and gas production and attract major investment, even under current circumstances. However, there is an important distinction between having excellent geological opportunities and having a secure, financeable investment environment. This is precisely where Libya&#8217;s problem lies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notably, recent developments confirm that the picture is not one of \u201ca complete withdrawal by major companies.\u201d In February 2026, the National Oil Corporation (NOC) awarded licenses in its first licensing round since 2007 to companies and alliances including Chevron, Eni, QatarEnergy, Repsol, and others. However, out of 20 blocks offered, investors won only five.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a single sentence, Libya is highly attractive geologically and economically, but not sufficiently attractive politically, institutionally, and financially for major companies to quickly inject tens of billions of dollars. This is Libya&#8217;s fundamental contradiction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. Why is Libya attractive in the first place?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From the perspective of a global oil company, Libya has a rare combination of advantages:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Huge oil reserves.<\/li>\n\n\n\n<li>Relatively low extraction costs compared with many new regions.<\/li>\n\n\n\n<li>Very close proximity to the European market.<\/li>\n\n\n\n<li>Existing oil infrastructure, including fields, pipelines, ports, and processing and export facilities.<\/li>\n\n\n\n<li>Onshore and offshore areas that remain insufficiently explored.<\/li>\n\n\n\n<li>Enormous investment opportunities in existing fields, meaning the development of existing fields and facilities rather than starting from scratch.<\/li>\n\n\n\n<li>More than 60 discovered fields, some of which have not yet entered the development phase, according to recent statements by the NOC Chairman. Libya is also targeting an increase in production from approximately 1.4 million barrels per day to 2 million barrels per day by 2030, with investment requirements potentially reaching around $40 billion.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">So the problem is not a lack of opportunities. The problem is who can guarantee the investor that the opportunity will remain available, secure, and profitable for 20 or 30 years? That is an entirely different question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Why aren&#8217;t major companies rushing into Libya?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here, I believe the results of the latest licensing round are particularly important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the problem were solely \u201cpoor contract terms,\u201d then changing the contract terms would be enough. But the reality is more complicated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When a global company invests $2 billion or $5 billion, it does not look only at: How many barrels will I produce?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also asks:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who guarantees that this contract will remain in force five years from now?<br>Who will protect my facilities? Who guarantees that I can repatriate my profits? Who guarantees that the port will not be shut down? Who guarantees that another government will not emerge and claim the contract? Who guarantees that a new tax or fee will not be imposed? Who guarantees that the concession area will not become a conflict zone? And who will compensate me if production stops due to political force majeure?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is where Libya becomes more risky.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3. Libya&#8217;s problem is not security alone<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes we reduce the problem to the statement that \u201ccompanies are afraid of the security situation.\u201d This is true, but it is not sufficient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are five types of risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>First: Political risk<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The existence of competing institutions and authorities makes investors ask: Who is the sovereign party that will protect the contract? This is particularly important in the oil sector because concessions extend over decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Second: Security risk<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even if the field itself is secure, the following are also part of the production chain:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pipelines<\/li>\n\n\n\n<li>Roads<\/li>\n\n\n\n<li>Airports<\/li>\n\n\n\n<li>Ports<\/li>\n\n\n\n<li>Power stations<\/li>\n\n\n\n<li>Service areas<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, it is not enough for the drilling rig to be secure; the entire chain must be secure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Third: Institutional risk<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This may be more dangerous than weapons themselves in the long term. Investors want:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An independent judiciary, clear laws, stable contracts, international arbitration, a clear tax system, and the ability to transfer funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If this system is not in place, the company or investor places a significant risk premium on the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simply put, a project that would be excellent in Norway may become only average in Libya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. There is another equally important problem: the state&#8217;s own financing<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a point I believe is particularly important in the current Libyan situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Historically, Libya&#8217;s oil model has made the state and the NOC a central partner. But what happens when the state itself suffers from a lack of funding or from division?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January 2026, the NOC Chairman was quoted as saying that the corporation had not received an approved operating budget during 2025. This reflects a problem larger than the financing of a single oil project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here lies the paradox: Libya needs foreign investors because it cannot finance all the development required on its own, but foreign investors need a strong and stable state in order to commit their money. This is the \u201ctrap\u201d that must be broken.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5. Is offshore better than onshore? Not necessarily.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Onshore, for example, Libya has enormous opportunities in basins such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sirte<\/li>\n\n\n\n<li>Murzuq<\/li>\n\n\n\n<li>Ghadames<\/li>\n\n\n\n<li>And others.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">But onshore operations are directly linked to local security, facility protection, and the security of transportation routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Offshore, there is significant potential in the Mediterranean, which could be particularly strategic for gas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest licensing round itself included offshore areas. The Eni-QatarEnergy consortium was awarded an offshore block, while the Repsol-MOL-TPOC consortium was awarded another offshore area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, offshore operations require:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greater capital, larger and more complex technology, offshore services, higher insurance costs, and longer-term stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, I do not believe Libya can rely on the idea that: \u201cWe have offshore resources, so companies will come.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Companies will come when the economic, political, and security equation becomes convincingly aligned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6. Was the latest licensing round a failure?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would not describe it as a failure, but I would also not consider it a major success. It is closer to an:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cAssessment of the market that revealed the scale of the problem.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Libya offered 20 blocks and investors won only five, this means companies are being highly selective.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is logical. A company does not want just any block; it wants the block that offers the best relationship between:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expected reserves, development costs, oil prices, contract terms, and political and security risks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest round did attract major names, including Chevron, Eni, QatarEnergy, and Repsol. Therefore, it would be incorrect to say that major companies have \u201ccompletely stayed away.\u201d At the same time, the number of blocks awarded compared with those offered says something important about the level of risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7. This brings us to the most important question: What should Libya do?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In my view, cutting taxes or improving production-sharing terms alone will not solve the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Libya needs an integrated \u201cinvestment package.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I propose that it be built around six pillars:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8. Protect contracts<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Libya must send investors a very clear message:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An oil contract does not change with a change of government, provided that it complies with Libyan legislation and laws, because a contract concluded in violation of the law has no value before international arbitration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This may be the most important investment incentive of all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>9. Keep oil out of the political conflict<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There should be broad Libyan agreement that the NOC is a technical and commercial institution managed by national expertise, rather than a tool of conflict between governments and regions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This requires genuine arrangements for the distribution and oversight of revenues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10. Guarantee international arbitration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A major company wants to know in advance:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If it has a dispute with the NOC, where does it go? If the Ministry of Oil is abolished, where can it file a complaint? Where does it go if the state and its institutions disappear and fail to protect its rights?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The existence of a strong and independent international arbitration mechanism can significantly reduce the risk premium.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>11. Reform the financial model<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a fundamental issue. If the state is unable to finance its share of projects, while the contract requires it to make contributions and provide financing that it cannot afford, the project becomes stalled and creates significant problems for an investor that may have based its financing arrangements on major international banks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here, Libya could consider:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>More flexible terms.<\/li>\n\n\n\n<li>Clear cost-recovery mechanisms.<\/li>\n\n\n\n<li>Concession models or more attractive production contracts in certain areas.<\/li>\n\n\n\n<li>Different levels of state participation depending on the level of risk.<\/li>\n\n\n\n<li>Greater incentives for high-risk border or offshore areas.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This is consistent with the ongoing discussion within Libya about moving toward concession models that are better able to attract capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>12. Most importantly, Libya should not look only for \u201ca company to drill a well\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a strategic point. Libya needs investment in:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exploration, development, production, gas, processing, pipelines, and exports, particularly in the gas sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is worth noting that the U.S. Energy Information Administration previously warned that Libya could face domestic gas shortages if it does not secure the foreign investment necessary to develop projects. In other words, Libyan gas could represent a dual opportunity:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Securing the domestic market while exporting the surplus to Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This gives Libya a very strong strategic asset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>13. What about the tense international situation?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The paradox is that the international crisis can be both a risk and an opportunity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Europe continues to seek nearby and diversified energy sources, Libya&#8217;s geographical position becomes more important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Libya lies almost directly across from Europe, meaning Libyan oil and gas benefit from a geographical advantage compared with supplies that require long maritime transportation routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But an investor will not say:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe world needs oil and gas, therefore I will invest in Libya.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, it will say:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe world needs oil and gas, so where can I find the best return relative to the risks?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This puts Libya in competition with Algeria, Egypt, Iraq, the Gulf states, West Africa, Brazil, Guyana, and others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Global investment does not suffer from a shortage of opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It is capital that is looking for the best destination.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>14. Therefore, I believe Libya needs to change its investment message<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of saying:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have the largest reserves and promising exploration areas.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should tell companies:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe offer you large reserves, low production costs, proximity to Europe, existing infrastructure, a stable contract, international arbitration, security protection, a clear financial system, and, most importantly, the ability to repatriate profits.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the package that could make the CEO of a major foreign company say: \u201cLet us invest in Libya&#8217;s oil and gas sector.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>15. Can Libya reach 2 million barrels per day?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yes, theoretically. From a technical and geological perspective, I believe the figure is achievable. But the question is not:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can Libya produce 2 million barrels?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rather: Can Libya build the political and institutional environment that allows tens of billions of dollars to be invested to reach 2 million barrels and sustain that level?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is much more difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The target discussed by the NOC is to increase production from around 1.4 million barrels per day to 2 million barrels by 2030, with investment needs reaching approximately $40 billion, according to a recent Financial Times report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resources exist, global capital exists, the technology exists, and the market exists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What is missing is <strong>trust, competent management, respect for the law, and adherence to timelines.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And I believe this is the most important conclusion:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Libya is not a country \u201cunsuitable for oil investment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the contrary, Libya could be one of the most attractive investment regions if political and institutional risks are reduced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But at present, it resembles an oil project with excellent returns surrounded by a very high risk premium.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is precisely why we see companies such as Chevron, Eni, Repsol, and QatarEnergy entering the market, but not deploying their full weight all at once.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Companies are testing Libya first. If, over the next 3\u20135 years, Libya demonstrates that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Contracts are protected;<\/li>\n\n\n\n<li>Production is stable;<\/li>\n\n\n\n<li>Security is stable;<\/li>\n\n\n\n<li>Funds can move freely;<\/li>\n\n\n\n<li>Oil is not used as a political weapon;<\/li>\n\n\n\n<li>The state fulfills its obligations;<\/li>\n\n\n\n<li>The legal environment is predictable;<\/li>\n\n\n\n<li>And management is capable of handling the scale of investment;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">then the current licensing round could mark the beginning of a genuine return of major companies, rather than simply another licensing round.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But if political, security, and institutional divisions remain as they are, even the world&#8217;s most promising fields will not attract investment on the scale Libya needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Frankly, I believe Libya&#8217;s real battle is not the battle to find oil and gas; it is the battle to make global capital trust that the oil and gas a company discovers today can generate secure returns 15 or 20 years from now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And God knows best.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Written by: Oil law expert Othman Al-Hdhiri Can Libya do so under these political, economic, and security circumstances, as well as the tense international situation?
