program could be established:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udd39 <strong>Service Buyout:<\/strong><br>Those who wish to leave public-sector employment would receive a financial payment calculated based on their years of service, according to clear regulations, rather than suddenly losing their source of income.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udd39 <strong>Voluntary Exit with Real Incentives:<\/strong><br>Not simply \u201cresign and leave.\u201d Instead, a transitional package could include, depending on the circumstances, financial compensation, a pension, and continued health insurance for a specified period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udd39 <strong>Retraining and Redistribution:<\/strong><br>An employee needed by another institution should be transferred there rather than dismissed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udd39 <strong>Partnership with the Private Sector:<\/strong><br>Private-sector employers that recruit employees leaving the public sector could receive tax incentives and financing guarantees, particularly for projects that create sustainable jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udd39 <strong>Financing the Transition to Productive Work:<\/strong><br>Provide financing and training for those who want to turn their experience into a private business rather than remain dependent on a government salary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there is a point that is often overlooked:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An employee does not cost the state only their salary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The true cost of <strong>headcount<\/strong> includes salary, insurance and benefits, offices, equipment, electricity, administration, training, and other expenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, the actual cost of an employee could reach <strong>2.7\u20133 times their direct salary<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, an employee earning <strong>LYD 2,000<\/strong> could actually cost the state around <strong>LYD 5,400\u20136,000 per month<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This makes the issue of an inflated public-sector workforce far more serious than it appears on the payroll.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then we arrive at the objective:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A state with only the number of employees it genuinely needs, fair salaries for actual jobs, and a private sector capable of absorbing part of the workforce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the issue is not only:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How much do we pay the employee?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How many employees are we paying in the first place, and what do they actually cost us?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every unnecessary government position means additional public spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Excessive spending puts pressure on the budget, increases the deficit, and creates financing pressures, which then manifest themselves in inflation, the exchange rate, and citizens\u2019 purchasing power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And if we raise salaries to compensate for inflation that was partly contributed to by excessive spending, we will enter an endless cycle:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Higher salaries \u2192 higher spending \u2192 deficit \u2192 inflation \u2192 declining purchasing power \u2192 demands for another increase.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, the real question is not:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cHow much should we increase salaries?\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cHow many jobs does Libya actually need?\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public-sector workforce reform should come before reforming the salary scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Successful reform does not leave employees out on the street\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It moves
