{"id":258556,"date":"2026-10-05T11:38:23","date_gmt":"2026-10-05T09:38:23","guid":{"rendered":"https:\/\/sada.ly\/en\/?p=258556"},"modified":"2026-10-06T11:39:56","modified_gmt":"2026-10-06T09:39:56","slug":"noaman-al-bouri-justice-may-be-delayed-but-it-ultimately-prevails","status":"publish","type":"post","link":"https:\/\/sada.ly\/en\/noaman-al-bouri-justice-may-be-delayed-but-it-ultimately-prevails\/","title":{"rendered":"No&#8217;aman Al-Bouri: Justice May Be Delayed\u2026 But It Ultimately Prevails"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">By: Banker <strong>No&#8217;aman Al-Bouri<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For more than three years, I chose to fight my battle through one institution alone: the law and the judiciary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, I say: Thank God.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not because this was ever a personal battle or a desire for revenge against anyone, but because the Libyan judiciary has once again proven that no administrative decision, official, or institution should be above the law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2023, the then Governor of the Central Bank of Libya issued Decision No. 103 of 2023, ordering the removal of the Board of Directors of Al-Saray Trade and Investment Bank (ATIB), which I chaired, and appointing a temporary management committee in its place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We challenged the decision, but not through the media or by settling scores. We did so before the competent courts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The judiciary ruled in our favor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The court concluded that there was insufficient legal basis for removing the Board of Directors and suspended the implementation of Decision No. 103 of 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But this case today is bigger than ATIB, bigger than its Board of Directors, and bigger than me personally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Court rulings must be respected and enforced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I believed that the Central Bank of Libya, as an institution whose authority derives fundamentally from the law, would be among the first institutions to respect court rulings and take the initiative to implement them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, I address my message today to the former governor under whose tenure these decisions were issued, and to the current administration of the Central Bank of Libya:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dispute reached the courts, and the judiciary has spoken. Today, what is required is no longer further debate, but respect for and implementation of the court rulings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is another aspect of this case that affected me personally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I was accused of wrongdoing and referred to the Office of the Public Prosecutor. I appeared before the relevant authorities and underwent the legal procedures because I was confident that the facts and evidence would ultimately be decisive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, a legal statement issued by Al-Zahaf &amp; Partners Law Firm on October 1, 2026, following a review of the relevant records and judicial and prosecutorial authorities, confirms that the allegations against me were not supported by evidence and that the matter was closed without criminal proceedings being initiated against me.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The statement also confirms, based on a statement issued by a member of the prosecution at the Office of the Public Prosecutor on September 14, 2026, that there are no ongoing criminal investigations or prosecutions against me, no outstanding arrest warrants, and no other criminal proceedings against me related to these allegations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For me, this is not merely about clearing my name.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rather, it confirms a much more important principle:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People and institutions may make accusations, but evidence and the judiciary have the final say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Justice may be delayed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And a person may pay a heavy price in terms of their reputation and professional future while waiting for it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the passage of time does not turn a decision lacking a legal basis into a lawful decision, nor does an unsupported accusation become a fact simply because it has been made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No matter how long the road, justice will ultimately prevail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I extend my sincere thanks and appreciation to Al-Zahaf &amp; Partners Law Firm and its legal team for their professionalism, perseverance, and the tremendous work they have carried out throughout this case, as well as for issuing this statement, which clearly presented the legal and judicial facts before everyone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I also extend my utmost respect and appreciation to the Libyan judiciary and the competent judicial and prosecutorial authorities for their professionalism and fairness in examining the facts and evidence, free from any other considerations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, I am not celebrating a victory over individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I am celebrating a much more important principle:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No person, no governor, no board of directors, and no institution is above the law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I hope that the Central Bank of Libya will now demonstrate its respect for this principle and take the initiative to implement the court rulings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Justice may be delayed\u2026 but in the end, it has the final say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By: Banker No&#8217;aman Al-Bouri For more than three years, I chose to fight my battle through one institution alone: the law and the judiciary.
