Oil and economic expert Abdulmonsef Al-Shalwi writes:

The Libyan House of Representatives’ ratification of the Libyan-Turkish maritime agreement represents an important development in protecting national interests. It deserves an assessment that goes beyond immediate political debate to examine its legal, strategic and economic dimensions, as well as the future opportunities it could create for Libya in offshore oil and gas exploration.

The Eastern Mediterranean is no longer merely a geographical area where competing maritime claims overlap. It has become a strategic arena in which countries compete over natural resources, energy routes and investment opportunities, amid major gas discoveries, including Egypt’s Zohr field, Leviathan, Aphrodite and Cronos. These examples have demonstrated that offshore resources, once their commercial viability is established, can become an important source of economic growth and strengthen countries’ regional standing.

This is what makes Libya’s move significant. Parliamentary ratification could strengthen Libya’s position in future regional understandings and negotiations concerning maritime boundaries and exploration rights.

In a region where legal and geographical claims intersect, disputes may develop into multilateral negotiations or legal and arbitration proceedings. Libya must therefore maintain a comprehensive national position rather than allow others to shape arrangements that affect its interests.

Nevertheless, maritime rights cannot be secured simply by ratifying an agreement. The agreement’s implications in relation to other states remain dependent on international law and the relevant geographical and legal circumstances.

The importance of this step lies in its potential to reinforce Libya’s position and underscore the need to address the country’s rights and interests seriously in any future settlement.

From an investment perspective, international energy companies such as Chevron, Eni, ExxonMobil and TotalEnergies assess offshore areas according to a range of precise considerations, including legal certainty, the likelihood of commercial discoveries, drilling and development costs, and political and contractual stability.

Recent developments could therefore prompt some companies to reassess the risks associated with disputed areas. At the same time, they could offer Libya an opportunity to strengthen geological studies and develop more attractive exploration programmes, provided the necessary legal and technical guarantees are in place.

The priority now is to move beyond debate over the agreement and develop a comprehensive national vision that combines legal and diplomatic efforts with maritime and geological studies. This vision should identify priority exploration areas and attract companies capable of turning natural resources into productive projects and tangible economic returns.

Maritime sovereignty is not merely a political slogan. It is a national responsibility that requires a clear vision, coordinated institutions, technical and legal preparedness, and the determination to defend rights and turn them into sustainable gains.

Parliamentary ratification marks an important milestone, but responsibility for the next phase rests with all state institutions. They must unite their efforts and mobilise their resources to ensure that Libya becomes an active participant in shaping the future of the Eastern Mediterranean, rather than merely accepting the outcomes of arrangements negotiated by others.

It is time to view Libya’s maritime territory as an extension of its wealth, sovereignty and economic opportunities. Libya must act with confidence, knowledge and responsibility to ensure that its rights are represented in every negotiation, its interests protected in every settlement, and its resources serve as the foundation for sustainable development that benefits the country and future generations.
