Exclusive: Minister of Finance of the Government of National Unity Urges Inclusion of Electronic Payment Methods in the Budget Regulations

Our source exclusively obtained a previous correspondence from the Minister of Finance of the Government of National Unity addressed to the Prime Minister, proposing a partial amendment to the budget regulations to include electronic payment methods among the receipts of main and subsidiary treasuries within the Ministry of Finance and public entities.

Minister Khaled Al-Mabrouk proposed that Prime Minister Abdul Hamid Dbeibeh issue a decision amending the Budget, Accounts, and Stores Regulation so that the receipts of main and subsidiary treasuries in ministries, departments, and public institutions may be accepted not only through cash, bank or postal transfers, and certified checks, but also through approved electronic payment methods via the electronic collection system for all government dues, including taxes, customs duties, fees, and other payments owed to the public treasury.

The proposal also stipulates that all collected amounts must be deposited with an official deposit slip and a corresponding receipt, specifying the transaction number, check number, drawer’s name, and the issuing bank. Deposits are to be made in accordance with the rules and conditions set by the Minister of Finance.
