Our source has obtained a copy of a letter from Audit Bureau Chairman Khaled Shakshak, addressed to Dbeibeh on September 23, 2026, in which he calls for the unification of salaries and warns of the growing salary bill.
Shakshak’s letter to Dbeibeh: We warn of the continued increase in spending under Chapter One. An analysis of salary expenditures from 2020 through the first half of 2026 showed that annual increases had risen to more than LYD 39 billion, alongside an increase in the number of employees of entities financed by the public treasury to approximately 2.25 million employees.
The letter: We call for the preparation of a unified salary schedule that takes into account fairness and equal opportunities, reduces disparities between sectors, and controls any future expansion in salary spending in a manner that ensures the state’s financial sustainability.
